About MCEA  /  Risk Management Trust

The Middle Cities Risk Management Trust was formed in 1987 by twenty school districts who banded together to control their own destiny by forming a group self-insurance property/casualty pool under the Inter-Governmental Contracts Between Municipalities Act.  The Trust operates with the mission: Better Education through Risk Management. The primary goal of the Trust is to provide its members with the best property/casualty coverage at the lowest cost.

Today, the Trust has grown to 31 members including 24 public school districts, two community colleges, four public libraries, and one charter school.  The Trust writes its own Memorandum of Coverage document, known as BASICS (Broad-Form, All-Risk, Scholastic, Insurance, Coverages and Services).  The Trust provides the following coverages for its members: Property, General Liability, Auto, Auto Liability, Fiduciary Liability, Errors and Omissions, and Employment Practices.  The Trust has returned over $22.7 million in surplus to its members since its inception.

The Trust is governed by a Board of Directors with each member appointing a Trustee.
